Canada is a strong, underserved market for China-based brands, and also the one most likely to trip up a seller who assumes it works like the US or Australia. It does not. Canada's duty-free threshold for goods from China is tiny, its import system was overhauled in recent years, and getting either wrong means surprise charges at your customer's door or shipments stuck at the border. None of it is hard once you know the rules.

This is the 2026 guide to fulfilling Canadian orders from China: the CAD$20 reality, what CARM means for you, what your customers actually pay, and how to ship cleanly from Shenzhen.

Quick answer: Canada's de minimis for goods from China is just CAD$20, so most orders are dutiable and taxable (GST 5% plus any provincial tax plus duty by HS code). The CAD$20 reality

Here is the number that surprises sellers: Canada's de minimis threshold for courier shipments from countries other than the US and Mexico, which includes China, is CAD$20. Below that, shipments are generally free of duty and tax. Above it, and CAD$20 is a very low bar, the order becomes dutiable and taxable.

The higher thresholds you may have read about, where shipments up to CAD$40 are tax-free and up to CAD$150 duty-free, apply only to goods shipped from the US and Mexico under the CUSMA trade agreement. What CARM means for you

Canada modernised how it handles commercial imports through CARM, the CBSA Assessment and Revenue Management system. Since October 2024, importers of record must be registered on the CARM Client Portal. In practice that means obtaining a Business Number and an import-export (RM) program account, and settling duties and taxes through the portal on a structured monthly cycle.

If you import commercial goods into Canada as the importer of record, for example bulk stock into a Canadian warehouse, CARM registration applies to you, and it is your responsibility to arrange, though a licensed customs broker can act on your behalf.
