The products are regulated, many have a shelf life, the unboxing is part of the brand, and US customs now wants duty on every parcel. Get those four things right and a China-based beauty brand can deliver a genuinely premium experience straight to US doorsteps. Get any of them wrong and you are looking at border detentions, expired stock, or a flat grey mailer that undoes your whole brand.

In broad terms, both domestic and foreign facilities that manufacture or process cosmetics for the US market must register with the FDA, and a foreign facility must designate a US agent who is physically present in the United States. Registrations renew every two years, and each cosmetic product must be listed with the FDA with its ingredients and manufacturing information. The enforcement edge is simple: products from unregistered facilities, or containing prohibited ingredients, can be detained and refused at the border.

Here is the important line for this article: this is the brand's responsibility, not the fulfilment warehouse's. Facility registration, the US agent, product listing, safety substantiation and compliant labelling are yours to put in place with your manufacturer and a regulatory specialist before goods ship. A 3PL does not register your facility or file your listings. What a good one does is ship your already-compliant product correctly, and flag when something looks off before it becomes a border problem. Treat any provider who claims to "handle FDA compliance for you" with caution.

What fulfilment actually handles for a beauty brand
